Cultural-Operational Friction Index

The COFI Suite™ is Shoreline's proprietary diagnostic system for identifying cultural and operational friction. It examines compensation, worker protections, leadership, cultural alignment, skills, economic impact, and technology fairness—giving companies and governments clear findings and prioritized actions for improving workforce outcomes.

What you receive

Clear findings

Where the friction is, named plainly and supported by what the diagnostic examined.

Prioritized actions

An ordered set of moves for improving workforce outcomes, sequenced rather than listed.

A defensible basis

Results built for companies and governments that have to explain their people decisions.

Why friction stays hidden

Organizations rarely lack information about their own workforce. What they lack is permission to read it together.

Compensation sits with one function. Protections sit with another. Leadership behavior is a matter for the board, skills for L&D, technology for engineering. Each of these is measured, and each is measured alone. Friction survives in the space between them, which is exactly the space no single owner is accountable for.

This work began as doctoral research. The finding that carried into practice was simple enough to state plainly: read the dimensions separately and the organization looks defensible. Read them together and the cost shows up.

That is the whole premise of the index, and the reason the diagnostic refuses to report a dimension on its own.

Read together

No dimension is reported in isolation, because isolation is where the friction hides.

Named plainly

Findings are written so they can be repeated in a room where the decision gets made.

Owned by people

Technology supports the process. The decision belongs to someone who can be asked about it.

Where the name comes from
Kofi

In Akan, given to a son born on a Friday.

The index was named for what it measures. That the acronym landed on the day the idea did, on a Friday, on the way to Ghana, is a coincidence we have decided to keep.

The name arrived on the way to the work.

Alongside COFI

Two tools carry the diagnostic into hiring itself.

Assessment · Beta Shoreline Assess™ How candidates perform in realistic workplace situations, scored and evidence-backed. Marketplace · Pre-launch Shoreline Talent Exchange™ A direct-employer marketplace with visible pay and disclosed hiring practices.
